Mode of Procurement :

  • Leasing

  • Directly by owner from builders approved by Ministry of Railways subject to certain conditions

  • Through Indian Railways on payment of "Service Charge" of 2% of the cost of the wagons.

Pattern of Movement :

  • Can merge and operate in the general pool of wagons of IR.

  • Can be run within closed circuits.

  • From a specific point of origin to a cluster of destinations.

  • From a cluster to a specific destination.

Benefits Admissible to Owners :

Category A: Pure lease

Category B: Lease cum-guaranteed clearance with general service wagons

Category C : Guaranteed clearance with special wagons.

Free time and demurrage rules :

Same as railway owned wagons.In case wagons are detained for loading/unloading for more than 50% of the normal prescribed free time over a month, the guaranteed monthly supply of wagons will be reduced proportionately.

Termination of Agreement :

Ownership of leased wagons to remain with lessor.However, he shall have the option to sell the wagons to the lessee at a mutually agreed price.
